Instituted in 1922 and struck from silver in recognition of meritorious service to the Empire by both the civil and military divisions. A silver bar of oak leaves was introduced in 1941 for further acts of meritorious service. 1957 saw the introduction of crossed oak leaves worn on the ribbon to signify an act of gallantry.
