Instituted in 1917 in recognition of services to the Commonwealth in both military and civil capacities, in peacetime as well as during periods of war. The ribbon of civil issue differs from that of the military by the absence of the central grey stripe. The O.B.E. is struck from gold. The words “For God and the Empire” are impressed on the outer ring of the centre.
